The Dynamic Workforce of Singapore

Positives:

  • Singapore is firmly committed to developing its skilled workforce through targeted postgraduate incentives to increase the pool of skilled workers. Examples are the Singapore Industry Scholarships (SgIS) and Industry Postgraduate Programme (IPP)
  • Singapore has one of the most diverse semiconductor industries in the Asia Pacific and plans to continue developing it in the future through industry-specific development programs, scholarships, job training, and industry awareness.
  • Programs such as Skills Future Singapore focus on improving the Singapore workforce by making education accessible to all.
  • Vision: "A nation of lifelong learners; a society that values skills mastery."
  • Singapore Semiconductor Industry Association (SSIA):
  • Mission: "To steer, advocate, and facilitate the full value chain of the semiconductor industry in Singapore, acting as a common industry voice."
  • SSIA is focused on growing and developing the Semiconductor industry's workforce through increased awareness, workforce upgrades and upskilling, talent pipeline development, and leadership development.
  • Career Conversion Programme - A program targeted at electronic engineers and assistant engineers. This program combines job-matching with targeted training to help mid-career professionals and current employees reskill and transition into new roles with promising long-term career prospects.
  • Workforce Singapore (WSG) - WSG is a statutory board under the Ministry of Manpower (MOM) that oversees transforming the local Singapore workforce and industry to meet ongoing economic challenges.
  • Semiconductor Active Youth (SAY) Ambassador Programme- Designed to drive elite students towards the semiconductor industry.

Negatives:

  • Singapore relies heavily on foreign workers, who comprise 40 percent of the workforce. This can be a volatile situation as changes in immigration policies and economic conditions can significantly impact this labor force.
  • Lower birth rates and slower population growth mean that fewer young workers are entering the labor force than in the past. Eventually, the limited number of prime-working-age adults will not be sufficient to offset the number of older people exiting the labor force, resulting in a shrinking labor supply.
